Samdech Techo PM Hun Sen urges Government officials to respect working hour
Cambodian Samdech Techo Prime Minister Hun Sen on June 3 said that the government officials have to respect the working time to ensure the quality of work and effectiveness of providing the service for people.
The government officials must play the role model of respecting working time to make the engine of state institutions to process smoothly without losing the time and this principle is foundation for ensuring the effectiveness and efficiency of public services for the generals,” Samdech Techo Prime Minister said in graduation ceremony of 343 officials of the Royal Administration School in Phnom Penh.
From this spirit, the discipline in the public administration which is core point of positive contribution in implementing the duties and obligation of the government officials,” he noted.
He continued that the selection of the administrative management officials need to conduct under competition with entrance exam in strict and proper process to ensure the ability and talents, qualification to be suitable for serving the national society. Training these senior government officials have to ensure the quality that have genius, confidence, ability and broaden the relation network. “Furthermore, the division of positions for implementing the duties and appointment, fund for special support need to depend on the professional skill and ability in implementing the work and code of ethics, he stresses.
He also encouraged the royal administration school to strive to produce the high quality for leadership, public and state management with transparency and qualification that allow us to be able to strengthen the ownerships and reduce the usage of the foreign experts, consultants and advisors.
He supported to create the association of the students of royal administration and alumina as well as creating the fund of the royal administration school in aiming at developing the school to be better for providing the benefits for human resources development with all kind of quality, high capacity, talents, creative people, and full of active people.
The association that established today will back the school through the strong support from old students, all trainees that will provide the school to be recognized in educating and training human resources for state management,’ he emphasized. He added that this school was set up by former king Norodom Sihanouk in special condition when Cambodia met with crisis of public administration fields after the country gained independence from France. And so far this school always supported by French side during the time of Democratic Kampuchea was closed. And it was change the name in several times according to the regime of the country.
He expressed thanks for French people and government that contributed to modern the school and the bilateral cooperation for sponsor this school will continue in the purpose of the bond of the two countries and solidarity.
He stated that government joined in hands with school to build the human resources to serve the country to develop the society and economy in the age of globalization with very competitiveness and fast growth in the advanced technology. All human resources will be able to contribute in responding timely with government policy in integrating Cambodian into region and world. This factor we need to have enough human resources and high capacity for Excellency in competition of labor market and enhance the effectiveness of economy for social –economic development in poverty reduction and improve the living condition of the local people. ###
